The Human Resources Department is responsible for the development and administration of the human resources in the Open University of China. Its major functions include: the organizational set-up of the University, the appointment and dismissal of officials at or below the rank of directors, the appraisal and review of professional and technical position titles, the allocation of human resources, training, compensation, welfare, social security, assessment, rewards and penalties.
The Director is Guo Hongyang, who has overall responsibility of the Department. The Assistant to the Director is Li Ruiqing.
The Department has a Teacher Affairs Section and a General Affairs Section.
The major responsibilities of the Teacher Affairs Section are as follows:
- Drafting and implementing the annual plan for the development of the teaching team;
- Drafting and implementing the relevant rules and regulations for the management of the teachers;
- Assisting the Director to conduct the appraisal and review of professional and technical position titles as well as the appointment of the people concerned;
- Drafting and implementing the annual training plan;
- Organizing the on-the-job training for new employees and the examination for the technical qualifications of staff;
- Handling other issues entrusted by the supervisor(s).
The major responsibilities of the General Affairs Section are as follows:
- Assisting the Director to allocate human resources in a rational manner;
- Managing the personnel files of the entire staff;
- Assisting the Director to reward well-performing staff members and to conduct performance assessments of the entire staff;
- Handling such procedures as recruitment/employment, transfer, retirement, leaving office, resignation, political examination of people who are to go abroad, and producing relevant certificates;
- Assisting the Director to conduct the reform in the compensation scheme;
- Summarizing the attendance record of the entire staff at the headquarters of the University on a monthly basis, review the salary, post allowance, bonus, holiday allowance, meal allowance and other welfare items of the entire staff of the University;
- Preparing the salary statement of the year, the salary forecast for the following year, and other documents necessary for the annual inspection of OUC as a legal entity, as well as reviewing and contributing the unemployment insurance and work-related injury insurance premiums of the entire staff of the University;
- Managing the personnel data and acting as the information provider;
- Conducting office-related work such as receiving and circulating documents of the Department, sorting out files, as well as managing office supplies;
- Handling other issues entrusted by the supervisor(s).
