The Information Technology Centre was established in July 2007. It provides management and technical support for the entire life cycle of the information-based projects of the Open University of China (OUC), from project planning to confirmation, from development to checking and acceptance, and from operation to maintenance. It also offers technical support for the network and computer laboratories of OUC. It undertakes the Project on the Construction of an Information-based Open University Campus, one of the key projects outlined in the OUC 11th Five-Year Plan.
The Plan, which was approved by the Ministry of Education, stipulates: "OUC should construct an information-based campus with cutting-edge technology that may cover the entire country. It should establish the VPN and remote host system that links OUC with provincial-level OUs in China. It should establish a satellite TV course broadcast system oriented to students and households. It should integrate all application systems in teaching and teaching management to enable the sharing of data. It should provide students with tailor-made learning services based on mobile agent technology."
Director of the Centre of Information Management is Li Guobin.
The Centre has a General Affairs Office, a Planning Section, and a Technology Section.
The current major task of the Centre is to complete the Project on the Construction of a Information-based Open University Campus, which is divided into four sub-projects. They are:
- Planning and Technical Specifications of the Information-based Campus and Construction of the Public Database
- Upgrading of the Campus Network and Network Information Security
- Portal and Single Sign-On and Integration of Application Systems
- Development of Other Application Systems.
Progress is underway on all these four sub-projects, and the entire Project will be completed by December 2010.
While undertaking the construction of an information-based campus, the Centre is also taking an active part in some research projects, such as the Project on the Construction of the Digital Learning Resources Center for On-line Education, Data Mining of e-Learning Behaviors, and Renovating the OUC Distance Teaching Platform. It has also undertaken a number of application-oriented projects.
As the sole body to manage the IT environment of OUC, the Centre has formulated such rules as the OUC Rules on the Management of Computer Laboratories and the OUC Rules on the Management of Website Security.
As the supporting department for the operation of the network and computer laboratories of OUC, the Centre is also responsible for providing technical support for the learning platform, the layout of the remote host system, and the websites of the University.
