The library was established in September 1979. Its main collections include documents on distance education, open education, adult education, continuing education and educational technology. It is also a professional library specializing in open and distance education, housing textbooks, teaching reference materials, core journals and other multimedia resources that are needed by members of the University. In recent years, while keeping up with conventional construction, the library has also accelerated the digitization of its collections, bringing in full-text journal and e-book databases that are suitable for open and distance education, highlighting the distance service characteristics of a digital library, and establishing collections and service systems supporting the OUC's distance education.
According to the 11th Five-Year Plan of the CCRTVU Library, the OUC library will become China's first-class center for materials on distance education and for relevant study and communication. OUC is striving to build its library into an information resource system meeting the needs of open and distance education.
The current leaders of the library are Executive Deputy Director Zhang Ruilin and Deputy Director Cao Gang. The library has four departments, including the Collecting and Compiling Department, the Circulation Department, the Technology Development Department, and the General Office. There are currently 12 full-time staff members.
Book Collection
By the end of 2008, the library's general collection had amounted to 77,817 volumes, including 72,978 in Chinese, 2,494 in foreign languages and 2,345 other items besides books.
All of the collections are accessible to the public. The library also provides various services such as lending out books and magazines, making reservations, renewals, information counseling, bulletin on new arrivals, subject navigation, recommendations of resources, training users and photocopying of documents.
Electronic Resources
According to the needs of teaching and research of OUC, the library has built up an e-resources system to support teaching and research through subscribing, self-construction and other means. The electronic system includes e-journals, e-books, reference books and teaching and research support system.
E-journals mainly consist of CNKI series databases and Longyuan Periodical Site, covering literature, history, philosophy, politics, law, education, economics, agriculture, science and engineering, and management, as well as electronic technology, information science, and other popular journals.E-books mainly consist of Superstar, Duxiu, Fangzheng Apabi e-books, covering almost all disciplines of the OUC's distance education.Reference Books mainly consist of CNKI, year-book database and others. The library also provides on-line services of yearbook resource system through mirror style and packet library.Teaching and Research Support System includes academic and research resources that mainly consist of adopted MacroChina Database and self-built Wenbo Net, Quality Education Net, and Information on Philosophical Education.
Service Guide
Ⅰ. Notes to the Library
i. Bring your library card.
ii. Keep quiet in the library and turn off cell-phones and other communication tools.
iii. Keep the library clean. No smoking, no spitting or littering. Violators will be disciplined according to relevant library regulations.
iv. Please dress properly.
v. Obey library rules and regulations and take good care of books, magazines, equipment and the reading rooms.
vi. Visitors conducting other business should contact the office in advance.
Ⅱ. Newspaper Lending and Stack Room Services
i. Opening Hours of Reading Room and Stack Room:
Monday to Friday: 8:30 am-11:30 am, 13:30 pm-17:00 pm
Saturday and Sunday: closed.
ii. All reading rooms and stack rooms are open.
iii. No bags or personal reading materials are allowed in the stack rooms.
iv. Readers should take care of reading materials and return them to their original places after reading. No scribbling, no tearing, and damaging library items.
v. Keep reading rooms quiet and clean, and no shouting.
Ⅲ. Regulations on Library Cards
i. All regular staff of the OUC can apply for a library card with their employee card or other valid identification.
ii. Applicants should submit a recent 1-inch bust and hatless photo.
iii. The library card is limited to personal use and cannot be used by others. If the borrowed items get lost or damaged the library cardholder will be responsible for paying fines.
iv. Library cardholder should take good care of the library card. If lost, one should report the loss immediately and apply for a replacement. The owner of the library card is responsible for all borrowed books and magazines.
v. All books and magazines should be returned before one leaves the school upon graduation. One can proceed with graduation procedures after giving back the library card.
Ⅳ. Regulations on Book Lending
i. One must present one's personal library card when borrowing library items.
ii. One can find information about library collections on the school library website and borrow from the library according to the book number. One may also look for and borrow collections in the library in person.
iii. The maximum loan items and period: 5 items for regular staff members; 10 items for intermediate-level professionals; 15 items for associate professors or professionals with higher titles. The loan period is 30 days. Borrowed items can be renewed once for another 30-day period (unless an item has been reserved by others). Journals and magazines are limited to 5 items per person for a period of 15 days.
iv. One should take good care of library materials. No scribbling, no marking, no note writing, no tearing, no damaging, or ruining the bar codes on items.
v. All kinds of newspapers are for in-library reading only. Copying or scanning services are provided on request.
