As an independent teaching management department, the Test Centre is responsible for the assessment of all the courses offered through the national open universities (OUs) system. Its responsibility covers the organization, management and research of examinations of the compulsory courses, integrated services and allowed elective courses for open education undergraduate degree programme, open education diploma programme, adult recruitment and regular recruitment, and the national examinations of non-degree education. And actively, it expands the scope of examination services, and uses the advantages of the OUs system to provide national examination services to all sectors of the society.
The Test Centre has five offices: the General Management Office, the Web-based Assessment Management Office, the Evaluation Analysis Office, the Test-Paper Office, and The Examination Monitoring and Supervision Office (Center of Examination Disciplinary Report).
The Test Centre is in charge of:
- Establishing methods and organizational forms of the examinations for the degree education courses offered through the OUs in China;
- Coordinating and guiding the examination management system of the OUs;
- Formulating plans of semester examinations and determining the time of the examinations;
- Coordinating the editing and revision of Course Assessment Descriptions, and the writing and printing of Formative Assessment Booklets;
- Organizing the establishment and management of the test paper banks;
- Organizing the examinations of the courses that require unified nationwide examinations, and monitoring and supervising their implementation by the local OUs and checking on-site the implementation of formative assessment;
- Supervising and confirming course assessment and the results of assessment;
- Collecting statistics, making analysis and evaluating the examination results and the quality of the test papers;
- Organizing research, application and promotion of examination theories and technologies within the OUs system;
- Collecting, collating, and compiling the statistics and analysis of all examination information;
- Organizing examinations for continuing education and non-degree education, undertaking examinations for businesses and industries in different sectors beyond the OUs system, and providing examination services for society.
Zhang Luanqiao, the current Executive Deputy Director, is in charge of the overall work of the Test Centre, and is also responsible for the management of web-based assessment.
Sun Yanping, Deputy Director, is responsible for the management of assessment research and examination supervision, and the assistance in the management of web-based assessment.
Hu Xing, Deputy Director, is in charge of the examination services, the test-paper production and the office day-to-day management. With the improvement and progress in the open education capacity of OUC, the construction of the examination centers in the OUs system has been considerably and efficiently developed with wide distribution in all the provinces across the country. The total number of examination centers has reached more than 2,000. Equipped with adequate facilities, the examination centers are constantly improving their management and services.
In recent years, the Test Centre has fully utilized the advantages of the examination centers in the OUs system (more than 2,000 across the country), and has undertaken considerable nationwide examinations, in coordination with the national OUs and other institutions, businesses and industry organizations, including the China Insurance Regulatory Commission, China Securities Regulatory Commission, UFIDA Software Co. Ltd., Ping An Insurance Company, and the People's Bank system. The excellent service quality and orderly management of the examinations have won acclaim from society. The Test Centre will continue to provide all social circles and organizations with quality examination services.
The computer-based Examination Management System developed by the Test Centre in recent years has been widely used by the OUs in China. It contributes to the modernization of examination management in the national OUs system. The computer and web-based systemic management is implemented through all the procedures of examinations from registration, arrangement of rooms and the running of the exams, to subscription to the test papers, input of examination results, collecting statistics and doing analysis on the test papers.
The Test Centre attaches great importance to the research of examination theories and the application of the latest technologies. In cooperation with the OUC-Online, the Test Centre successfully developed the web-based Online Assessment System, which contributes to the realization of students' self assessment, formative assessment and examination functions in distance learning. The assessment of some courses in the OUs system has already started to use the web-based assessment mode. This system is well received by the teachers and students.

"Management Norms on OUs Unified National Curriculum Assessment" has won the First Prize of OUC Scientific Research Achievements Award in 2006.
"Research and Practice of Learning Assessment in Distance Education" has won the Second Prize of Beijing Teaching Achievements Award in 2004.
"Management Norms on Theories and Practice of Curriculum Assessment for Open and Distance Education" has won the First Prize of the OUC Outstanding Scientific Research Achievements Award in 2006.
"Web-based Learning Evaluation" has won the First Prize of the OUC Outstanding Teaching and Scientific Research Achievements Award in 2008.
