The Department of Teaching Resources Management of the Open University of China (OUC) is a department responsible for the management of teaching affairs. Its major functions include formulating the procedures, norms and standards for the construction of teaching resources; planning for future teaching resources construction; reviewing, validating, appraising and promoting teaching resources; introducing, integrating, joint constructing and sharing teaching resources inside and outside the OUs in China; publication of relevant teaching resources and managing the issue of the Intellectual Property Rights(IPR) for the teaching resources; acting as the Secretariat of the National Teaching Resources Association; and communicating with the OUC Modern Distance Education Resources Center.
Director of the Department is Yang Xiaotang, who has overall responsibility of the Department and is responsible for special projects. Vice Director is Du Ruo, who is responsible for the routine operation. The Department has a Planning Management Section, a Construction Management Section, an Application Management Section, and an Administrative Office.
The Head of the Planning Management Section is Liu Qishu.
This Section is responsible for:
- Formulating the procedures, norms, and standards of the construction of teaching resources as well as IPR management;
- Establishing an evaluation system for teaching resources (including criteria for the "passing" grade and the "excellent" grade, as well as the method of evaluation);
- Drafting and preparing the plan for the construction of teaching resources;
- Passing down, on behalf of OUC, the Task Manual for the Construction of Course Resources (with details on the task, timetable, and funding);
- Planning for the introduction, integration, joint construction and sharing of teaching resources;
- Constructing and managing the course resources platform;
- Acting as the Secretariat of the National Teaching Resources Association.
The Head of the Construction Management Section is Qi Wei.
This Section is responsible for:
- Implementing, in accordance with the set plan, the construction of teaching resources;
- Procuring the schools/teachers concerned to complete their tasks (such as the integration plan, as well as the preparation of text and audio-visual materials, and CAI courseware) in accordance with the timetable and quality requirements stipulated in the Task Manual;
- Arranging experts to review, validate, and appraise such teaching resources as textbooks, audio-visual programmes, CAI courseware, and on-line courses;
- Reviewing the institutions that engage in the production of teaching resources (construction of media production bases) and equipment management.
The Head of the Application Management Section is Wang Xiafeng.
This Section is responsible for:
- Preparing the Annual Plan for the Application of Multimedia Teaching Resources ;
- Engaging in the application research of teaching resources;
- Conducting follow-up surveys for the application of teaching resources;
- Managing the multimedia database;
- Evaluating and appraising the teaching resources;
- Managing the publication and distribution of teaching resources (resources allocation management);
- Promoting the teaching resources outside of the OUs in China;
- Communicating with the OUC Modern Distance Education Resources Center.
The Head of the Administrative Office is Ren Zhouyu.
The Office is responsible for:
- Information management (receiving and circulating documents, receiving letters and visits, and information disclosure);
- Meeting arrangement;
- Archives management (including the management of contracts);
- Management of office equipment;
- Routine operations.
